Full SNAP Benefits Restored in Texas
On November 12, 2025, a federal budget agreement was reached, officially ending the shutdown. The Texas Health and Human Services Commission (HHSC) has confirmed that all SNAP operations are back to normal. Any missing or partial November payments are being issued to EBT cards, and all new and existing applications are being processed without further delay.
How to Apply for Texas SNAP

- In-Person or Mail/Fax: You can also submit a paper application at a local HHSC office.

Emergency SNAP in 5 Days (Expedited)
If you have an urgent need for food, you may receive benefits within 5 days. You may qualify if:
- Your monthly income is less than $150 and you have $100 or less in assets.
- Your income and assets are less than your housing and utility costs.
- You are a migrant or seasonal farmworker.

Key Eligibility Requirements (2025)
Eligibility is based on your household's income and assets. You must be a Texas resident and a U.S. citizen or qualified immigrant.
- Gross Monthly Income Limit: $1,785 for a 1-person household; $3,721 for a 4-person household.
- Asset Limit: $2,750 for most households, or $4,250 for households with a member who is elderly (60+) or has a disability. Your home and one vehicle are exempt.
- Work Requirement: Able-bodied adults (age 18-54) without dependents must work, volunteer, or participate in a training program for at least 80 hours per month.
